*Bohemia should get at least one additional state - moravia - perhaps with moravian culture
*Upper Silesia state could also be a desirable land with its all coal later on

The "obsession" with Free Cities is kind of odd, though, as many of them didn't even have that much power.

Austria gets wrecked too many times in my games, they're redundant in Eu4 Today. They werent historically.
Slight buff should be in order.
