*Bohemia should get at least one additional state - moravia - perhaps with moravian culture
*Upper Silesia state could also be a desirable land with its all coal later on
*Maybe a new region of czechoslovakia? with Silesia included (it belonged longest to Bohemia)

- We should specifically avoid increasing the starting development of majors like Austria, Burgundy, and Bohemia.
I hope Ravensburg gets deleted; Constanz (bishopric) was much more important.
Austria gets wrecked too many times in my games, they're redundant in Eu4 Today. They werent historically.
Slight buff should be in order.
With buff. Im thinking either buff their starting development just a tiny bit or give the starting monarch one or two more monarch points.
