What about Austria? It should be more divided (es:independent Tirol and Trent)
This way development of this region could be buffed like it is in the rest of the hre without buffin Austria and it would also be more historically accurate.

How about adding the free city of Strassburg to represent its historical importance, and to split up Alsace?

*Bohemia should get at least one additional state - moravia - perhaps with moravian culture
*Upper Silesia state could also be a desirable land with its all coal later on
*Maybe a new region of czechoslovakia? with Silesia included (it belonged longest to Bohemia)

New provinces would most likely mean a decrease in development for existing provinces to below its current level in order not to increase the bohemian power level too much

You should check my thread about the HRE; enough tags to include which are more important than most Free Cities.

While I understand why you don't want to split Brunswick and Saxony, cores are a good tool to add new tags without to do so.

About free cities, good to know there will be more! I've always thought the max number of eight was a little bit artificial, they still need flavour too. Mmmm.... The other problem I have when I'm the Emperor after few decades is to find an OPM that will accept to become a free city. So it's time to declare a large war just to release a former free city.... Then you realise it's almost no longer possible because it became a monarchy.......

Just me passing by, I would love to see new mechanics with Teutonic Order, maybe not only it, Livonian Order and Knights as well. Monastic orders are rather unique part of game that deserve more mechanics. This can be bundled with possible Catholic rework.

Konstanz' role was much more influential, both politically and ecclesiastically, than the one of Ravensburg. The Council of Konstanz, the Bishopric of Konstanz, the role of Konstanz in the Swabian Circle, the fight over Konstanz during the reformation and Religious League Wars, are just some examples. More you can find in my thread on Konstanz, including a lot of event suggestions and a NI set for both possible tags, the bishopric and the Free city of Konstanz.

Let's have a reason in this wonderful game why Germany's biggest lake is called Lake Constance and not lake Ravensburg

The rationale behind provinces is interesting, much better then the other diaries where it's just about the provinces .

But is buffing Austria really a concern?

Burgundy and Bohemia do well enough on average Austria seems to underperform

Also will hre vassals after passing the 4th reform counting towards non hre subject liberty desire be changed.

Anglican and reformed leagues?

And of course dynamic hre flags for different countries with the last reform

I'd love some flavor for Mecklenburg or Lübeck. At least something about the Victual Brothers and piracy in the Hanseatic area, which I missed in 1.28

Austria gets wrecked too many times in my games, they're redundant in Eu4 Today. They werent historically.
Slight buff should be in order.

With buff. Im thinking either buff their starting development just a tiny bit or give the starting monarch one or two more monarch points.

They usually end up in frequent wars against both the Ottomans and France: the two unstoppable forces of EU4. Definitely, Austria should be buffed, and France and Ottomans slightly nerfed (specially The Ottomans).

I think Switzerland should have a unique and powerful government which helps it remain unconquered, but which should be difficult to impossible to take full advantage of once you grow to much, to reflect the decentralized nature of the confederacy. It should be geared very much towards tall play, perhaps even to the point where doing something like more than doubling the size of Switzerland compared to historically should start maknig it more of a liability than a benefit.

Perhaps making each province a canton which you can interact with would be an interesting mechanic. Keeping the cantons aligned and ready to contribute all they can to the confederacy would be paramount, but if you have too many of them, it should be difficult to keep them happy and they would be unwilling to help you. They could even start turning rebellious.
