Two good changes (more) in this dev diary: the revanchism mechanic and a better balanced development (adding some limits is the good way to go).

It is still too much; moving the capital already had too many restrictions before a potential point’s increase of 350%. A typical sledgehammer balance change.

So how would you fix the problem of the capital development discount being abusable?

So how would you fix the problem of the capital development discount being abusable?
Make the reduction tick up over time, perhaps? The longer you have the capital there, the bigger the potential modifier. Still abusable, but not as quickly.

Excluding overseas development should do the trick.

That does nothing. You can still move it from province to province in your homeland and go nuts on cheap development.

I had no issues with the game mechanics so far, other than one: the quick "burn" of the manpower, and it's slow recovery rate (unless you're Russia or another transcontinental superpower). It makes real wars like the 30 Years War seem implausible, so I hope this "Revanchism" business will work out nicely.

To prevent this from resulting in players moving their capital around to each province they're developing in turn, we've also made it so that the cost for moving your capital increases the more total development your country has, up to a maximum cost of 700 admin points.

Might I suggest that moving your capital to a higher development province should be cheaper? This wouldn't reverse this exploit solution and would be logical in scenarios like when you've just united Netherlands/Ireland/HRE and want to move your capital to Amsterdam/Dublin/Aachen rather than keeping it in some backwater.

Lots of countries did move their capital and making it too restricted is a bad idea in my opinion.

I'd also suggest that tribes should be able to move their capital for free.

I don't think the capital development discount is going to improve anything. Seems like it will only make it easier for those useless small countries to summon sky metropolises out of nowhere.
You guys seem to have your heart set on having development linked to MP for some reason but can you at least un-hardcode it to allow other values like ducats or manpower?

EDIT: misread it as created development rather than overall development. It will likely make the major cities much bigger but I don't think it's going to stop ruler-lucky-minors dumping all their MP into development and creating massive cities out of nowhere.
Just allowing modders to set development to another resource will stop all debates about development. It would make the modding community much happier.

I like this new revanschism, since as playing Russia and taking a few provinces from the PLC sends them on a downward spiral that can't be stopped. I am glad that a country that gets defeated now has a fighting chance, this might also help with players that experience day 1 wars or coalitions ganging up on people. I also like the new development system, it makes sense for large empires like Russia and Ottomans.

Did you read the DD? Small countries will actually get LESS development cost reduction than in 1.13.

Yes it does, at least for the people that want to move the capital to another continent won’t be forced to pay up to more 500 adm points because you are trying to prevent current homeland dev exploits. If what you are trying to prevent is development abuse you can do it by skyrocketing even further the cost of moving the capital in the same continent (easy to do due to very little or no barriers ) disregarding overseas development (exploit free regarding capital and development).

Have the development "discount" of being a capital increase based on the amount of time the province has been the capital, while also increasing development costs globally for a certain time after the moving of a capital, that way you could also reflect that moving capital would be a period of upheaval for a nation. Not sure of the exact figures, maybe 25 years to get full discount (with all starting capitals having full discount from the start date) and have increased development costs for 10 to 25 years across the nation when the capital is moved.
