I think that would be nice implement a "control of region casus belli": if two great power have more than a certain number of claims in a specific region they can declare war each other and the winner takes the the claimed province plus the other state present in the region receive a guarantee and must give trade power (to introduce some concept of sphere of influence in EUIV).
