OPM over-development is an issue, but how to fix it? Million dollar question...
I would suggest a soft cap for total development based on the number of total provinces, adjusted by certain factors, such as presence in the HRE, free city status, technology, tech group, government type, ideas, etc.

Aside from the new country to the West of Ryazan, what else is new about the map? I usually play a 1356 start date mod. :D
Perm has a land connection to Novgorod in the current patch but not in the image released. Shapes have changed and the province borders seem "crisper" and more detailed overall instead of being all blob-shaped.

I have a suggestion for a needed addition:
Please make an extra page on the option screen or something so people can find the keyboard keys used ingame e.g. shift click with troops to pre-make a path, I bet thats one of those things many people have no idea actually existed moreover the keys used for changing map modes etc. etc. all keyboard keys and combinations that exists.

Maybe even the possibility to remap them?

So how am I supposed to keep hordes together now? I'm using my mil power to suppress rebellions as is - unity (and manpower!) seems much harder to maintain once these changes are in place.

The hordes didn't seem that unbalanced to me - I really felt like I was playing on a knife's edge even when I got big in 1.14, though admittedly I haven't played that much - and I think these nerfs will make playing them painfully hard again.

there would be room for alot more improvment like not paying the FULL inflation when taking money but only getting 5%because of warscore ^^ then i only want 5% of inflation plz xD
or how about when u take land in peacedeal u can decide who to give it to, so i dont have to conquer staff i wanna give an ally so he isnt upset
(if there is 1 province near france they want even if i have 95% warscore ih ave to conquer it cause otherwise i can only take it for me, not for france :( )

they was unbalanced as shit ^^ when its 1750 and a horde with horde tech is tech leader by FAR and could even teach to a level france cant even reach (cause of 999 max) then something is fundamental wrong xD trust me hordes was just a joke with the raze ^^ you was constantly at 1000/1000/1000 powerpoints

also i think you are not supposed to keep it together when it gets to big, thats the thing about hordes THEY DONT ^^ reform gouverment then

  • Nomads now get +25% shock damage on all flat terrain (instead of just own provinces), but -25% shock damage on non-flat terrain.
incidentally, this might actually the strongest nerf for unreformed hordes in SP play that has ever happened. It's on par with the nerf to foreign core recruit.

Im sorry but hordes did NOT need a nerf, I have played extensively after Cossaks and never EVER seen an AI horde succeed in the long run, they are only powerful in the hands of a player that knows what he is doing and why not let us players have some fun instead of making it a game of whack-a-rebel? :(

Also the changes will most likely make Timurids unplayable with the -25% shock damage in non flat terrain seeing like 60% of their territory is highly rebellious mountain provinces.

The terrain changes for Hordes sem like a massive nerf to Hordes who do not have Steppes/many steppes; such as QQ and Timurids; who mostly have mountains.

Also while Kazan was certainly abusing the Horde mechanics; that was more a combination of razing + admin ideas + early -core cost ideas. That's why you're not seeing massive Timurids/QQ/Generic Horde Idea nations.

Combining the raze penalty with the +10 unrest kills hordes altogether. Hordes have to fight all the time so manpower is precious. They can't deal with massive rebellions whenever they try and up their Horde Unity; and while they can return the land; the Raze cooldown [And places reaching 1/1/1] means you need to ewxpand to reach new land to raze.

I think Paradox have overdone it. Hordes will be pretty much unplayable. All because of Kazan having - core cost ideas too early.

Fully agree with you there, knew hordes beeing fun would never last since Paradox have always hated the hordes and done everything in their might to make them unplayable. :)

To be fair, the previous expansion was pretty bad...

But the next one will be awesome, honest guys!

There are 80 new features planned, including a complete inclusion of M&T, VeF, Lex Talionis, EVE, Extended Timeline, dynasties, hundred new culture mechanics, the ability to view cute cat videos during regency councils and roughly 700 more tags. ETA: 4 months. I am pretty optimistic that we can include all of this!

I also apologize for not being able to deliver last time, but this time everything will be better.

I feel like these nerfs to hordes and your proposed approach of 'nerfing without taking the fun out of them' is contradictory to eachother. These nerfs very much so take the fun out of hordes. Rebels aren't fun, rebels have never been fun, and forcing hordes to deal with more rebels than they already do seems backwards if your goal is to maintain the 'fun' of playing hordes, and the combined nerfs to monarch point generation from razing and the terrain-related shock modifier means that being a horde is pretty awful again, especially the farther the game progresses.

That seems very backwards if the goal is to maintain the fun of playing a horde. We're back at this whole 'reform or die' scenario again, except this time hordes get new units for teching up their military, except that's evened out by the fact that they're going to become increasingly worse as they expand. Forcing players to switch out of being a horde isn't fun because losing all your flavor just so you mitigate some penalties isn't fun.

Sure, I'm not the best player around and maybe I'm blowing these changes out of proportion, but I can't see these changes playing out well if the goal is to nerf them while maintaining the fun of playing them.

It would be really cool in next patches f you could put a radio in EU4 where you could link your Spotify or Pandora or any radio to it it would work well wwith the skip song feature
