When starting EU4, it crashes from the launcher without errors. I tried to reinstall both the launcher and the game and everything that is possible, but nothing works.

Now it shows the error " The order of loading modifications could not be saved. Make sure that the launcher has access to your Documents folder". But later the error disappeared and the game continues to crash
What launcher version do you see? Current is 2021.6
If that is okay, wat antivirus app do you use? You need to make sure all these apps are in its exceptions lists:
eu4.exe and dowser.exe (in the Steam EU4 folder)
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2021.6/paradox launcher.exe
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe

I see two versions of the launcher 2020.11 and 2021.6

- exit the Steam app entirely
- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.
Delete the following folders if still present:
- C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
- C:/users/<UserName>/AppData/Local/Paradox Interactive/
- C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.
- run steam.exe as the Windows Admin user
- run the game from the PLAY button in Steam
IF that doesn't help, in this folder are some .log files:
C:/users/<UserName>/AppData/Local/Paradox Interactive/launcher-v2/
Please attach them here.

It didn't work. Logs attached. (There was another one. log called "launcher-2021-07-24" but I couldn't attach it because it's empty.)
Let's try forcing an update of the launcher.

And the pirated version has started! And I was able to play it. No, they don't work normally with their own .exe files. There is no difference when launching from the launcher or from a folder, it still does not work
I switched Eu4 to version 1.28, where the old version of the launcher is installed and it works fine! It really seems that the problem is only in the new version of the launcher.

But if you run eu4.exe and hoi4.exe directly from File Explorer the launcher is not involved, so cannot be what is causing this problem for you.
