I guess I guess it right...These tribes are very different from other nations, so a new government type was added for them – the Siberian Clan Council. Besides the name, this government type has one more feature: it allows small tribes to migrate from one place to another just like the North American Indians do.
On topic of these tribes and what improvement for ROTW beside provinces, I think there is possibility these nations will get NA gameplay (those migrate and stuff) probably with some tweak...
It seems the Devs don't want us to see them just yet, like they don't want us to see North America, so I think they are going to be 'important'...

I think having new tags in Siberia would have been interesting, but it would have been better to pick wide-roaming nomadic peoples to the west and south (Yakuts spring to mind), who would more feasibly have engaged in the sort of thing represented by the Native migration mechanics, and who wouldn't just give Spain and Portugal an easy in to a region that they shouldn't be interested in in the first place.

Do not fall prey to the Korean nationalists who believe Korean culture to be significantly separate from that of Chinese influence. Nay, it is not different during this time frame, and the idea of a "Korean" state had barely existed until King Sejong took up the mantle of Uniting Korea as a Korean entity for the first time in history, sparking the traditions of modern Korea. Before this time there were no significant differences between Chinese and Korean culture. FOR SHAME PARADOX.
