I hope new rebel mechanics don't revert us back to having 90k stacks of peasants all over Siberia and the Sahara. Just a suggestion if you still want to make rebels stronger: Each province rebels once, but like-minded rebels of nearby provinces can choose to go straight to supporting the biggest rebel stack, instead of sieging up their own province. Then the big stack moves around according to where its rebel forces are originally from. Also, rebels with naturally poor leadership (e.g. peasants) should also have rebellions of their own. It's not uncommon in history to see rebels fighting each other, or rebel movements collapsing because of bad leadership. So a peasant rebel stack of 10k for example, may enter a situation where they split into two stacks of 2k and 8k and fight each other.

Maybe they're going to change something that can make that advantageous. But as it stands now all I can think of is that you won't get the prestige hit when you lose them with time.
A +relation with the currently owning country might make it worth it, but otherwise, most (SP) players will never do that.

You can mothball your fleet? what does that mean?

I assume it's similar to how you can stop funding half your fleet maintenance now. At present, you can reduce your fleet maintenance 50%. The fleet can still move (meaning it has sailors occupying it), but is worthless in battle and morale is almost none. My guess would be that mothballing it means your fleet sit in port, it cannot move (as there are no sailors occupying it), and it's loaded with "mothballs" to prevent the wood from being destroyed by insects. In other words, it's a worthless fleet (that has zero maintenance) that cannot even move, but can be restored in say half a year time or maybe even a full year.

No mentions about coalitions.. I hope they seperate coalitions so asian nations dont join coalition when you attack somebody from europe who is in coalition too.. That breaks immersion..

Being able to create customized client states and having a far more flexible politics system that allows me to manipulate the european political map like it's play-dough?

I would like to see a delay before ships engage in battle after war is declared. I exploit the idea of waiting until a large enemy fleet (yet one that is inferior to mine) is in the same sea hex before I declare war. Prevents them from hiding in a port I may not be able to capture. But it's not realistic to instantly engage anyways until your ship stops at port at some point or another. There were no cell phones back then..

*addition* I don't play multiplayer, but I can only imagine that would be even more irritating in a multiplayer game.

This all sounds wonderful!
It also gives me an added bonus to try the later bookmarks, which I've tended to sadly neglect. I love the Rev/Napoleonic era! I did enjoy March of the Eagles but I think it was a shame it didn't get expanded with more content, so I'm glad it will be improved in EUIV.

One hope, with the new ability to sell ships I hope we will be able to capture more as booty in battles rather than sinking most of them.
So far this sounds it could be my favorite EUIV DLC.

I love it! ROTW buffed! finally, been waiting for quite a while, but i was hoping for wastelands to disappear and be replaced by pretty worthless provinces, just for sake of clean borders and stuff, thats unfortunate.. Loving all changes so far!
How about if you own all bordering provinces, the wasteland will turn into your color?

I assume the reason so few ships are captured is for balancing issued. Usually the only way I capture a ship is to have a fleet that is only slightly larger in size to where I lose one or two of mine anyways. If I have a huge fleet, it will sink every ship every time. Again, I am sure that is for balance reasons. In real life, a monster fleet would be far more likely to capture ships than to sink them as fear of death, with no chance for winning the battle, makes it much easier for an admiral to surrender his fleet.
