If I understand this correctly it's amazing news. I have no idea how many times I have lost the claim because I wanted to wait out the war exhaustion to save admin points, only to spend many more when the claim disappear the month after the war ends.# Autonomy & Cores

Is this a new effect given to, and only to, quest_for_the_new_world (so that Norway doesn't get it from their national ideas)? Or is it attached to may_explore = yes?- Its no longer possible to send explorers to open seas before you have the Quest for the New World idea.

You would still pay for the empty regiments. In most cases, it would be better to just rebuild them later rather than paying for skeleton regiments.Oh man, keeping full regiment strength without having to rebuild your army nonstop? I'm gonna use that all the time.
I don't really get this change as the Couronian region was mostly inhabited by Old Prussians until the Germanic colonisation.
