For me the 2 biggest changes are

- Primitive tech groups are no longer allowed to build ships.

Goodbye Aztec invasion. So glad I got this achievement back when it was remotely possible. Without a standing fleet of ~30 heavies when the Iberians are within coring range of you, you are 1000% dead.

and

- You now have automatic access to any countries that are granting military access to those you are at war with.

Horray, I can now wage war without losing 3-4 diplo points a month!

Even for the portugal?
I'd go with especially for Portugal, since they're pretty much the only nation that starts with explorers and doesn't have QFTNW or an equivalent NI. I think that it means that Portugal now only gets to use its explorers for exploring Africa, instead of rushing to the New World before 1450.

- Disaster progress now stays, even if it does not progress, unless it fulfills a can_stop trigger.
Can you view the "can_stop" conditions in game without the disaster firing and can you now see where the progress is at when it's not progressing?


Also, there's some interesting changes, but there's some big issues that I didn't see in the list. Did anyone see these and I'm missing them?

- A fix for AI not coring provinces.
- A fix for AI sitting on high warscore and not being willing to peace out for 20+ years.
- A fix for Call to Arms calls simply not going out (especially in west africa).
- A fix for AI units being frozen.
- A fix for units constantly wanting to use auto-transport when they have clear walking paths they could be taking (around the Red Sea, SE Asia, and Central America are where I've seen it most)
- Rebels looting your provinces and not being able to attack them. (I see some things related, but don't see anything that looks like it fixes this)

It is clarified. He stated that any tech group that is 100% or more tech cost is considered primitive.

I thought from some of the streams in ParadoxCon it was inferred that you could now play ironman as an option disabling achievements (like, ironman + no-lucky-nations) when they said you could play a Custom Nation ironman disabling achievements, but didn't see that in the patch notes.

- Aristocracy: Noble Officers are no longer +1 shock ut instead -1% army tradition & -1% navy tradition.

I had heard about this before from the stream, but this change is so ridiculously odd. I mean, most people understand that Aristocracy is an idea group that is relatively powerful early game, right? +1 shock was a huge contribution to that line of thought, but now there's suddenly -1% army tradition, which is relatively useful but especially useful late game, even if it is cut in half from the original modifier. I understand moving Aristocracy about so it has a more spread out use throughout the whole timeline, but by doing so you may have made the idea group very unpopular to pick at all.

This while the idea group was never extremely powerful, yes it was picked occasionally, but nothing warranting a nerf.

Removed Byzantine Cores on Chios, Naxos, Trebizond and Corfu to try and keep it from constantly popping up again after annexation.

lucky for me, i got it the Basileus Achievement just few days ago. If Byzantium should be nerfed every patch, just remove it.
It's a pain see a nerf each patch

edit: by the way, if you don't want Byzantium pop up every revolt, you can give an event to Ottoman, like Castille as for Granada, to remove all the Greek and Turkish core

- Fixed Soirée (9455) has options written for male ruler, but doesn't include a trigger to be limited to males (Added a trigger - is_female = no - to EVTOPTA9455 and a new option with the same effects as EVTOPTA9455 but with "Good evening, My Lord!" instead of "Good evening, My Lady!")
Not that I have anything against lesbians but this localisation really bothered me :p
- Your own claims on your own provinces no longer expires until you have cored the province.
- Centralisation and Decentralisation modifiers from events now affect autonomy instead of income.
- Conquering primitives no longer gives nationalism for non-primitives.
- Colonized provinces no longer contribute to overextension even after they finish.
These are some very welcome changes, especially stopping claims from expiring a few days before you have enough paper mana to core it.
- New flags added for Utrecht and Friesland.
I can't wait to see the new flags, especially the flag of Friesland, its actual flag has some lovely tulips on it ;)
- Provinces 111 - Friuli, 1769 - Görz and 1774 - Treviso are now AQU cores from 1444 start.
Sounds like it's going to be a Transylvania 2.0, the more nations to release the better :)
- Kurland is no longer the primary tag for Old Prussian culture.
I don't really get this change as the Couronian region was mostly inhabited by Old Prussians until the Germanic colonisation.
- Economic: Centralization is no longer +1 advisor pool, but instead -0.05 Monthly Autonomy.
This is also a very welcome change, Economic ideas just became a must for blobbing games.

The only thing I miss is Belgium, a Belgian revolt event chain would be a welcome addition to the last 10-20 years of the game.

Aristocratic Ideas is still bad :(

Better and cheaper cavalry isn't particularly useful. The usefulness of cavalry declines rapidly after the early game.
Local Nobility is something that I don't find useful for myself, and something that I find excessively irritating in opponents.
-10% military tech cost isn't particularly useful since I'm rarely behind in military tech. The points saved are mostly going to waste.
-20% cost for war exhaustion reduction is weak. I don't click this button often. Defender of the Faith is a much better solution for larger countries, and Innovative Ideas is much better for smaller countries.
The extra diplomat, manpower and free leader are useful.
The change to Noble Officers is OK I guess but only a very slight improvement.

Local Nobility is the unique thing about Aristocratic Ideas and it's just bad.
