I had exactly the same problem you had. I was trying to convert a game from HTTT (without italian translation) to Vic Rev.I use eu3 heir to the throne + the italian translation of this expansion.I tried the converter but there is a problem,when i load the converted savegame in victoria rev (with vip), the game says more or less "is impossible to find scenarios\pops.csv file" what is the problem?
I followed the readme file (that, actually, is not so clear...): "Copy the contents of the Utilities folder in the .rar into the same folder you used for part 1.".How did you do it? I'm also struggling with the same error. I've tracked it down to there being something strange with the first province. That's the part of the save that begins on the line with the # just inside the first parenthesis and that line just says "1=" .How did you do it?
