How about making supply limit an honest to goodness limit? Hit that number and you can't build any more troops...

The issue is a game logic flaw. Is it intended that a country like Tver, or Holstein, or Gelre, etc can and often does field a 30+K man army in the early 1400s?

True its not the ideal solution but without it all of the German minors would fall in a couple of years without putting up any fight at all.
