You have not been conned. Expansions are not free-standing games, each one overwrites or overlays the previous ones. All data and features from the earlier expansions are still in DW, except any that were superseded. Look in your EU3 /localisation/ folder, you'll see text files relating to each of the 4 expansion titles.
C'mon, thats BS. Lets face it. Official advertisement is misleading to say the least. On my box it is written that inside I can find vanilla and all the four expansions, which is plainly
untrue. It contains DW expansion plus all its prerequisites. I'm unable to play vanilla, IN, NA or HTTT. I can't use features which are available in these versions, but not available/changed in DW. I can't - last but not least - play mods which were designed for them. Funny thing is, it contains manuals for these non-playable versions.
The same goes with achievements. They don't work.
And what says paradoxian site about achievements?

Is it too much to ask that official webpage told accurate state of affairs?
As much as I like the game and appreciate other PI efforts I very much dislike that kind of "misunderstandings" which are not uncommon in my (limited) experience with paradox
