I have tax collectors, but I don't see the annual bump in treasury on the top bar at the start of each year. Are those taxes now being credited monthly instead?

So, what to do when you start the game? Do boost your allocation of funds to the treasury so that you can build tax collectors in all provinces? I noticed that the AI provinces appeared to be build tax collectors in every province at the start of the game.

The question is then, why didn't any country hire tax collectors before the beginning of the game?

I think all "civilized" provinces should start with a tax collector.

many nations begin with less than 100ducats in the GC

you have no money to buy tax collectors. and you have no tax collectors to make money. :rolleyes:

I agree this a death knell for the many minors that immeaditly find themselves at war with larger neighbors.

Ouch. This change is eeeeevil. (Not that I'm complaining, mind you :)) +3RR or no annual income. Ouch ouch ouch!

As for not being able to build the tax collectors at the beginning, just take out a loan and/or mint coins like mad. Sure, you might go bankrupt, but Luxembourg should go bankrupt trying to unify Germany. :D

Unless you begin the game with 100% inflation, collectors should only cost 50 :D

And you still have monthly incomes, just pull treasury slider all the way to the right and you should be making money.

If you're not, lower maintanance or disband forces, or take a loan.

edit: there now is a eu2_mar29 patch, so tax collectors might have not given any census, but presumably they should do so now ;)
