Hi everybody, first some introduction:
I returned to play EU2 after some one year break, so I'm not a total n00bie, installed v1.09 and AGCEEP and get surprised.
I was used to live only on census taxes, that means spent all on 1st january, get to zero and mint nothing. The surprise was when next month the game automaticaly took a loan :eek: . Is it no longer possible to live without minting? :( .Can I somehow avoid the automatic loans?

A loan is taken only if the forced expenses (that is, troops maintenance and loan interests) exceed monthly income (even if all your income is sent to tech research).

A new thing to remember, is that without Tax Collectors you won't get much of a census. So, if you don't have any TC, your census is minimal.
Tax Collectors give you 75% of the census ; a core on a province gives you 25% ; and each point of Centralization (from 0 to 10) gives 2.5%. The maximum being 100%. That way, even with core provinces and full centralization, you can't get more than half your census. So, build TCs everywhere.

And starts of scenarios have excess troops for most of the countries. And since excess troops (that is, troops that are above your support limit) are extraordinarily expensive, it's a huge drain to your money.


To be short, I have to advices : build TCs and disband excess troops (or quickly use them, so that they prove themselves somewhat useful).
