I wanted to ask how the nationality of the populations of each province is calculated. I really hope it isnt 100% x (what it was in the eu2 file)

Not sure, the converter was done a long time ago, so I'm not sure if the creators are around. I've never tried the converter.
I believe it is 75% culture at the end of the EU2 game, and 25% culture at its start. The numbers might be slightly different. This means that most European provinces are indeed single-culture, but most colonial provinces end up with minorities of the natives.
