EU IV issue

Good evening,

yesterday, I played EU IV as a Teutonic Order. During the game, I reached devotion almost on zero level, so game gave me an events to change government from Monastic Order to Monarchy... I clicked in to banner "So it be!"... and nothing happened...Better to say: current leader died and heir move as a leader for nation and gave me an event to choose a new heir as a....noble, merchant son, etc,...
Could you help me somebody, where the problem is? Thank you very much.
