Highly unlikely if you ask me! due to the steam only (I know you most likely will be able to buy it physical and install through steam)
But a good question, I would actually consider buying it.
Though id really like to buy a Collectors edition of EU4 ,im afraid that all copies for EU4 will be digital.
If PI doesnt ( which i completly understand from their pov btw) even release 'regular' physical copies ,i wouldnt understand why they would make special ones.

I actually bought this version, years ago as I didnt know what it was. Was just looking for some cool, strategic game.

I think its more about the physical aspect of having it in your hands and on your shelf ,rather than as something digital.
Though you are correct.
Sadly, the exclusive downloads idea was soon abandoned, just as the exclusive forum being very exclusive
