[EU IV] Can't open console command.

The current situation is that console command won't pop up at all
I've tried
1. ` (grave)
2. ~ (tilde)
3. SHIFT + 2.
4. SHIFT + 3.
5. ALT + 2 + 1.
still, nothing happened.

My keyboard is English (US) but the button for ` (grave) and ~ (tilde)
are also serve as the language change button (into Thai) does this affect my problem?

Did it get accidentally disabled by any means ?
Is there anyway to change the console commands hot keys ?

I tried the alt code of it. Alt + 0178. My keyboard doesn't have the ² on it.

Yes, it didn't work either.
I've read somewhere that you can change the hot keys if you change the settings in the ".gui" files in the game's folder
but I don't know which file contains the hot key for console command.

By the way, I found the fix.
I tried changing the language change hot key to other buttons than the ` (grave) sign.
Then it worked ! I pressed the grave sign then the console popped up.
Guess I have to change that every time before starting the game then.
