Paradox has made 4 games now off of this engine. I have really enjoyed two of the games, EU I and II however I did not enjoy HOI. I felt that the game engine did not work for a WWII war game. The use of provinces and the combat system made HOI feel like EU with WWII units. I really think that if they are going to do HOI II then they need a better engine that simulates WWII better. I hate to have to suggest hexes but that might be a solution. Perhaps a more radical idea might be possible....
A game without provinces nor hexes and the front lines are drawn on the map as the armies move through them (perhaps some form of a zone of control). Cities are also marked on the map and you have to move your army group to the city to attack it or you can surround it to cut it off in a seige. Provinces would be used only for economic and or diplomatic parts of the game but the military part would be seperate.
I am not a programmer so I do not know what is possible but I hope for a new engine for a HOI II or EUIII, Victoria II type game.
