Having come to realize that the manual is confusing (and outdated), I went ahead and made this chart from governments.txt. I hope it'll be of use to everybody.

yeah I know. I think its pretty stupid that the tribal government are a dead-end cycle wwithtin themselves. :(
 
Thanks, that is very helpful. May I suggest two small improvements?
1. Could you put the level of gov't tech needed for each form in its box?
2. Include the stability cost of changing along each arrow (although it probably would need to be redrawn to be easily readable.)

I used a program called ConceptDraw VI. However, it's only a trial, so I'm going to have to find a freeware program eventually.

The level of government tech needed is not actually found in the governments.txt file. However, for the next patch, I'll check the Government tech file and find it all to put in to the next version. The stab costs might be a little less feasible, given that in spreading the arrows apart far enough to label them, the whole thing could more than double in size, which would make it less easy to read. I'll look into the matter, though.

Very odd. Why can't you go from absolute monarchy to constitutional monarchy?

I know at least Denmark went that way in real life (though after the EU3 timeframe).
