I don't really think it can be done with EU4 but perhaps with EU 5 in a few years more facets to the game could be added.
I will use a game I played to death called Civ 4. (I bought civ 5 when it came out, it had major bugs which drove me away - like playing on hardest difficulty but it felt like easy).
Anyway, they have various ways to win the game. One of which is cultural victory. Its not just about getting 3 cities with high culture, its a culture war for borders which was fun, Generating great people, Building wonders, Religion, Etc....
What I like about Crusader Kings II is that its not just about conquering the known world. It has many facets. Spread your dynasty, get high prestige, high piety, the genetics game, etc....
Eu4 has conquest and sort of a trade game. Religion is just about which military bonus's you want.
The EU4 time frame is the Renaissance. Cultural Rebirth. ...but there is nothing about that. Elizabethan Plays, Fredrick the Great and his push in the arts, Advancement of astronomy, etc...
