Eu 4 army movement issues

I currently am unable to move any of my armies in eu4.
I have full morale and they are in my own territory.
When I right click on where I want them to move it is unresponsive.
I tried playing on a new game and had the same issue.

Are they attached to another unit? I had it happen where they were attached to another unit and I had sea transported this unit somewhere else. It was still binded and so it wouldn't go anywhere.

If you’re getting that in a new game at the start date you may want to:

a) turn off mods, if any
b) reinstall.

edit: also, just to check, the game is unpaused and time moving, right?
