Im pretty sure I heard about such an editor before...

The reason I ask for it is that I am experiancing some games developing highly unhistorical, which I find somewhat annoying and would like to clean up in before continuing, (stuff like Hungary and Bohemia "colonizing" the Caucasus) ...

The best savegame editor is Notepad. Just open the .eug file (not the .eug.cfg one) in Notepad and make whatever changes you need to.

You may also be thinking of the scenario editor, which comes with the game and can be found in the main EU2 directory. But it's notoriously unreliable and stands a good chance of corrupting your save file, so I'd stick with Notepad---or at least make a copy of the save file before you start altering it.
