Ethos technologies unique or just more likely?

So, from most of the Stellaris dev diaries and interviews I've heard it seemed like some technologies (like psychic stuff for Spiritualists or Cybernetics for materialists) were more likely for empires with those ethics to be able to research, and less likely for those without them (and especially unlikely for those with opposing ethos) however, in one of the more recent ones some of those technologies were referred to as "unique". Are they unique to those ethos and unresearchable by nations without those ethos, or are they just much more likely to come up with a similarly "aligned" ethos? Personally I'm hoping that my earlier impression, that ethos technologies like those were simply uncommon to see if you didn't have the right ethos, rather than being restricted and requiring other nations to reverse engineer or similar to get them at all.

I've understood it that technologies when you draw cards are weighted. Some conditioms will improve chances but some technologies will need certain requirements to ever appear, like another tech first, or being spiritual for telepathy. So there will be a few techs you simply can't get. Unless it's the researchers ethos that counts in which case you could have another species tech it for your empire.
