How about a sort of culture mechanic where planets that have a large percentage of your empire's population spread to nearby planets and affect the ethos divergence towards that ethos. That might just provide an interesting mechanic where you influence other empires. Passively or actively by spending influence corrupting other empires might be a catalyst for conflict and so on.

Influencing and interacting with other empire's factions might be cool as well to add a layer of depth to the game.

Secondly what about forced mandates for when a person becomes elected, x happens ie giving an sector independence when a faction leader becomes elected. Or activating edicts and so on.

Would make elections a bit more serious and interesting.
