Ethos Bonus/Malus Impact - Pops or Civ?

As I was trying to figure out a starting build for a first play through, I realized that I don't have a grasp on which ethos bonus and malus affect pops and which ones are global. For instance, materialistic. Is that science output global or is it just a bonus to your pops' output? Or army damage for militaristic? Will the army damage modifier be applied to enslaved species that would normally not have increased army damage? I've checked the forums, reddit, and wiki and haven't seen anything on this. Does anyone have a handle on it? Thanks!

The materialist science output is specifically for materialist pops.
So if a unit of Balorians (my races people for my first game) lost their fanatic materialism and downgraded to normal materialism they'd produce half as much bonus science as before, even if the majority of my empire is still fanatic.
On the other hand, if they acquired Militaristic 1 (standard) they'd gain 5% bonus happiness upon war declaration due to militancy's war happiness bonus, and my other pops would not.

In this way pacifists can be mad when you declare war, collectivists can be more tolerant of slavery (their own and others) and individualists can have even further ethos drift as they balkanize and fragment.

However the bonus from your government is global to all pops, so if you had individualists emerge in your divine mandate (which has a 50% slavery tolerance bonus) they'd still have the tolerance bonus which would cancel out the penalty (until they became fanatic individualists, but they'd still have only half the penalty as a result of your government)

Another government example (also spiritualist) is theocracies, which have -10% ethos drift this applies globally, and so can cancel out the effects of individualists ethos drift.

Alternatively say your a plutocracy, all population units will have the bonus energy/materials income, but individualists will stack this with their own ethos bonus for a greater bonus (additive, not multiplicative I believe)

For those disagreeing with sethfc, I'd really like to know why. It seems that so many elements needed to start theorycrafting are simply unknown. We just this week got "clarification" via Wiz's twitter about the difference between alien slave tolerance (AST) and regular slave tolerance (ST). The clarification made ST the decisive pick which seems to make the the xenophobic ethos noncompetitive -- unless there are some positive things that haven't been explained related to xenophobia which, again, we don't know here 12 days from launch. Are changes being made to these core mechanics just 12 days from launch?

Not all ethos effects are pop-specific. For example, pacifist increases the number of embassies your empire can have at once. Per my understanding that benefit would continue even if your dominant species becomes a minority in terms of population.

This mechanic of having some effects global and some effects on your entire empire and some effects species-specific really seems ripe for confusion. Hopefully it is made clear in-game.
