When the tag/country is referenced Semien is used. In one of the later ideas relating to spreading the word of the Jewish Kingdom to Jews in the Diaspora the people are referred to as "the Beta Israel" however. Having one for the Kingdom and another for the people is as far as I know not an unusual usage.
