From previous experience of modding various games, it is sometimes the case that certain features exposed for modding are closed back into the box because of plans for future content additions to create new income streams that do not have free alternatives provided by mods.

This is speculation and it is not a judgement, simply a reality of the gaming industry. Of course, your own speculation is just as likely correct.

edit - It should also be noted that sometimes this happens for the very legitimate reason of maintaining high game performance, especially use of the CPU. Still, there's plenty exposed to modding that could very easily bring the game to its knees when poorly implemented.

I'm leaning on performance being the reason. Clauswitz has some serious problems with performance late-game (it's a pretty old engine, and the team supporting it is quite small) and it seems that they figured the best way to get rid of one of the main bottlenecks (pops and ethics) was to stuff it all into the hard code.

I'm starting to come to the conclusion that species rights are largely hard-coded as well. There is nothing in the soft code that determines, e.g., the conditions for enslaving a pop as stipulated by the various slavery types. This is huge change in direction for the modability of the game.

It's also another reason I'm finishing up modding Stellaris.
I asked Wiz about the moddability of new faction mechanics and whilst some moddability has remained, meanwhile many other features have been truncated because of, presumably, deadlines preventing proper performance consideration and forcing choices like this.

Aye. Pop happiness modifiers have also been axed from policies.

By the way, totally wrong about the original post. I just hadn't scrolled down far enough in the ethics file. Though species rights are indeed hardcoded.
