That's the collectors edition, not the base game.

If it's not a placeholder (as it could be) , it would mean "We are rewriting it from scratch" .

If they were rewriting it from scratch, the release date would be 2025.
It definitely won't come any time soon. The game is clearly in development Hell, and such a bad one that many people were fired both on Developer's and Publisher's side. It's extremely unlikely it will come out any time soon even in best scenario.
