First pause the game.
Then right click on a distant province, and notice the ETA. Then, say that the army in question has 12 divisions attached, click "create new", move the units from right to left a bit, not actually creating a new army. Then click on the same province again, and the ETA will change depending on what unit is at the very top of your stack.
Maybe this is intentional, I don't know. But this makes it very important to keep your engineer units at the very top of the stack, to gain a significant speed bonus. And if you're in a mountanious area, and have a mixed tank/inf army, make sure the inf is at the top, since they move faster than tanks in the mountains.
My problem with this is that the ETA of a stack (army) should depend on all the units in it, like an average or something, anything, instead of only(?) the top unit in the stack deciding the speed. In short, the ETA shouldn't depend on HOW an army is being stacked, but solely on the units in it.
