Has anyone determined if Estates will be able to be granted provinces in territories?

That said, I think it would be a very poor choice to not allow estates at least in territories adjacent to states.

Why? That would be an excellent integration of mechanics.
But will the estates include teritories in calculation of the developement or only states? If they calculate developement in both teritories and states and we can only put them in states.. Well, it wouldn't be nice.

Territories are probably replacing what now function as overseas cores. The intention of blocking estates there is likely to prevent cheap coring --> bypassing LA floor by handing it to estates to still milk a ton of value out of it.
I think that is precisely what would be great for estates. At least letting burghers have territory in... territories, that would be great.

It makes sense in some ways, but it damages the supposed tradeoff between the province types.

In which case it would always be better to have states that border multiple territories, that way you can assign estates to multiple territories without issue instead of just having a fixed number of states that increases with tech/ideas etc.
