Estate Management Bug

It is normally not possible to assign or remove estates from provinces when they are sieged.
But if you go into the province-window under the buildmenu the button to manage estates is not locked!
I was playing on the newest patch as QQ and was losing a war against the mamluks when i noticed the bug.

Please connect your Steam account to sync your Owned Items and post this in the Bug Report subforum.

If you have the game registered and the icon not showing, send me a PM so i can reopen the thread and move it to the proper subforum.
