For espionage, I'm picturing a system where you spend some kind of 'intelligence points' to establish networks in enemy empires, and give them a target: Fleet numbers, diplomatic status, technologies, factions etc and the ability to spend the same intelligence points to conduct counterespionage in your own or other empires and uncover networks. Uncovered networks could then be rolled up, or you could spent more intelligent points to continue to observe them and discover more about them: their target, which empire their from and eventually have the ability to frustrate them so they don't get any more info but leaving them in place, or outright feed them false information...

This is like the fifth thread on the subject. It is probably the most sought after addition, followed closely by ground combat improvements.
I don't understand the whole point of espionage between different races, like how are you going to "infiltrate" a race that looks completely different from yours and is just as advanced as yours?
Unless the race differs wildly from humans there will always be people who are willing to spy for coin. It might not be as effective as within species but it will certainly be doable.

You realize that, in this game, you could actually conceivably infiltrate an enemy empire with a member of their own race, right? All it'd require would be allowing one of their pops to immigrate into your own empire, or conquering one of their planets.

Secondly, there's really no guarantee that they will be as advanced as you. That's the whole point of tech research.
