It's definitely an important feature to have. A way of implementing your support to friendly political parties or seccessionist movements, and rebels shoul be an option.

Even internally: we don't have here characters like in Rome, where you can kill or get into jail your enemies, but spionage could be used like an abstracted way of managing 'inconvenient' politicians in your own country.

It's also the age of secret treaties and the start of less..."honorable" tactics with political and social implications. I'd love to see this feature.

Yes, the last three or four decades of the Victoria period saw the professionalization of espionage and a surge in its use. Espionage would be a great addition to Victoria's diplomacy system. :cool:

Eliminating political opposition is why secret police existed, not spies.

I hate the spying systems in all the game i'd played (HoI2/3, EU3, Civ4, ...), it's annoying and needs a special attention for few results (except the nationalist/patriotic rebels in EU3).

I hope spying will not be implemented in Vicky 2, the IA knows how to use it to be painful for the player but never effectively for itself. :(

Maybe you could 'embed' spies in specific POP groups?

Lets say you are German and want to spy on the US. you try and place a spy in a specific POP in America, but your best chance is among a German POP. What they can tell you and do for you depends on what POP they are, craftsmen can damage factories, farmers can damage RGOs, soldiers can reveal where some units are, clerks and bureacrats can influence elections, smear leaders etc?

It would make you a lot more careful about which POPs you would promote

Tempting as a concept (infiltrating particular groups of society) but can backfire horribly, when your chosen group in New York migrates to the Wild West (or even worse, migrates from Germany to Brazil :D)). But it's even worse micromanagement-wise - imagine EU3 spying system, but multiplied by the number of POPs in province/region. Unless some really awesome interface was created, it would be a nightmare to manage.

I'm more inclined to see it as support for diplomatic engine, possibly using the same inteface section. Giving spying networks orders to gain economical/military informations (that translate to trade/combat bonuses ), asking your "diplomats" to follow country development (giving you bonus to some of the R&D projects), supporting/smearing certain parties/ideologies/issues and such. Add counter-espionage on the top.

Classic black ops (like sabotage, assasinations, revolts and such) would still be there, but I don't see them as integral part of the viable game strategy - they would be risky prestige-wise and worth it only under right circumstances.

At the same time, "white intel" would be integral part of the game, supporting your diplomacy, warmachine and economy on everyday basis.
