Cant see an answer in the manual or Dev Diary so -

Does setting priority levels for each country purely 'rank' them - or does the actual priority level make a difference?
ie if I give 3 countries a priority rating of 1,2,3 respectively - does this give the same effect as rating them 3,6,9??

i belive it only ranks them. Thats my experience from play.

Yes it appears to only have the effect of ranking them.
