I believe many agree that the Diplomatic Macrobuilder was one of the great additions to EU4; greatly simplifying the process of finding allies, vassals, royal marriages etc. and allowing for the automatic improvement of relations. This Macrobuilder made extra Diplomats and Diplomatic Relations much more powerful in my opinion as it was now so much easier to fill out your Diplomatic Relations and your Diplomats could always be doing something rather than sitting at home for half of the game (when you inevitably forget or lose the patience to send your Diplomat to the next nation to improve relations).
I now believe a similar mechanic could provide a similar edge for Espionage. I propose that a new tab is added to the Macrobuilder where you could go through the process of:
I believe with a system like this, extra Spy Defence and Network Construction speed would all become much more noticeable (you would be able to notice how many more actions you were completing a year etc.). I would be interested to find out if people had a similar idea that might work for Counter-Espionage (for example having spy constantly travel between countries on a Counter-Espionage mission).

- Choosing the nation you wish to build a Spy Network in and selecting which one of your Diplomats you will use
- Choosing what action you would like your spy to complete out of the following options (the spy would come back home after completing their mission and you would be notified):
- Create a passive network (your spy would not automatically come home until you called them back, they would just keep on building a network in that nation with the aim of keeping a strong passive network in that nation)
- Support a rebellion (you would select which rebellion you would like to support, and once your spy reached 60 network the action would be commenced and the money would be taken out of your treasury, and then the spy would come home)
- Fabricate claims (you would select the list of provinces you would like to claim and your spy would go in order of those provinces until they had finished fabricating claims on every one of the provinces you listed or you call them back)...
- ...every other Espionage action is a one time action to that nation, so your spy would keep working until they could complete said action and then come back home
