With the recent changes in the last few updates the way you handle vassals has changed. A new important number is now liberity desire!
So I thought a nice buff for the espionage idea group would be to include a (for example) -15% liberity desire for your subjects.
You could "explain" this by something along the lines of: "With your vast information network, no vassal scheme will go unnoticed".
