You send a diplomat to another country. That country thinks your military strength is much lower than it really is. If it's a human (and you're not playing on locked ledger mode), they'll see fake numbers in the ledger that suggest your army and manpower is massively depleted.
This could be a useful way of tricking a rival into attacking you, or tricking a troublesome subject into declaring independence.
It could also go the other way, where you pretend to be much stronger than you really are. Probably you want to pretend to most countries you are strong, while pretending to a specific country that you are weak (if you make everyone think you're weak, you're likely to get dogpiled).
