So as the title as I can't save my game at all locally. Whenever I save manually or auto I get the same message error writing save game because the file name was invalid. Now it doesn't what i name it its always the same. I have verified my game and reinstalled it nothing seems to work. Can any of you guys figure this out?

This is only local saves, not cloud, is that right?
What antivirus app do you use? Add EU4.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list. You should add steam.exe and C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2021.8.2/paradox launcher.exe to that list.

The adding to antivirus worked thank you so much, didn't that solution anywhere else
@AndrewT I don't understand how to do that, can you please help? I'm not even being able to save my game to cloud!!
You almost certainly have a different problem then.
Above I described how to do it with Windows Defender, if you have any other AV app you should contact their support.
