I am having a problem where I am booting up EU4 and getting a weird error where it claims that a Legacy Hardware detected thing pops up saying that i dont have 512MB of video memory. It was working just fine yesterday though and I assume you, my graphics card which is a Radeon Hd5700 series should be capable of handling it. I tried reinstalling graphics drivers, system restore, etc. Weirder thing is is that it's only been happening to my EU4. Starcraft 2 booted fine

This is a known cosmetic bug when you have just over 4gb of video memory - one part of the game only sees the bit above 4gb. If you click past that message you should be able to play fine.
What I can't explain is why you should only just have started getting it - I think that's what you're saying? Any change or update to your PC or Windows recently?
