Multiplayer not available. When I click "Create profile" this error occur. I tried doing full clean re-install, disabling firewall, revert to 1.3.2 beta-version (endless log-in). And... no result. This game is kidding me... How to solve this problem?

Please try this whole process:

  • Revert to 1.3.2 via the Steam "Betas" option (or your platform equivalent)
  • Launch the game and make sure that the affected account is logged in
  • Click on the "Social Profile" button
  • Set a username and click "Create Profile"
  • Exit game
  • Remove the 1.3.2 beta and get back to 2.x
  • Account should now be able to access multiplayer

If that doesn't do it, Here’s what fixed this for two users:
- Uninstalled I:R and every folder on AppData and on Users/Documents/ relating to it.
- Did the same with every file related to Steam.
- Unbound PDX & Steam accounts.
- Deleted every entry on Windows registry related to Imperator.
- Erased the Temp folder on AppData.
- Restarted the pc.
- Linked Steam & PDX accounts.
- Downloaded Steam & I:R.

I hope that does it for you!

No result. In 1.3.2 beta-version "log in" doesn't occur (screenshot).

Then I uninstalled "Imperator", paradox launcher, Steam, deleted every folder and file relating to it, erased all Temp folders, deleted two registry entries:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\RADAR\HeapLeakDetection\DiagnosedApplications\imperator.exe
HKEY_CURRENT_USER\SOFTWARE\Valve\Steam\Apps\859580

I did all of the above and I even created one new account on Paradox Plaza. No result. Then I tried to create new account inside the game but got a new error "POPS_".

My friend logged into my account and he has multiplayer available. On his PC username is not empty. But on my PC the error "j_pops_profile_error_" persists.

I don't know then, this may be a new problem to us.

I see you are in Russia though; we've had the occasional problem with logins from there where the users have discovered they are blocked by Roskomnadzor. I don't know how they knew that but is that something you can check for?

That aside, can you try from a different computer? Or a new Windows user profile on this one?
