Error in "Found the Capital of the Rus'" decision

Description​

It seems this is supposed to be available if your are North Germanic Heritage OR Norman OR has "Emrbraced Local Traditions" character modifier OR has "Settled Dynasty" dynasty modifier. But it checks for North Germanic Heritage twice, once outside the OR block and once inside the OR block, so only shows if you are North Germanic, and the other ORs are invalidated. The check before the OR in the is_shown block needs to be removed.

Steps to reproduce​

Start as Ruirk Rurikid in 862, and take the decision to "Embrace local traditions" The decision to found the capital of the Rus' erroneously disappears.
