This can't be right.

I'm playing a Byzantine / Eastern Roman Empire game from the 769 start date, version 2.5.2.2 OTSX. I seem to be virtually helpless against a band of raiders.

Right after the first succession, a band (~1500) of raiders arrives and parks at Philippopolis. I decide to deal with the situation with my vassal levies. I raise two armies of about 1500 men each and assign competent commanders. They arrive to Phil. from Chaldikea and Adrianopolis within 3 days of each other, soundly defeating the raiders in battle. This should have been enough to deal with them.

Instead of being decimated between the two armies, the band performs a shattered retreat through Adrionopolis and flees faster than I can catch them.

I move my levies to beat another band on the eastern side of the empire. While I'm doing this the first band re-enters my borders (without any notification) and proceeds to kill my newly founded retinues faster than you can say "I just soundly defeated you!".

Defeating them in battle seems to have virtually no effect while me keeping me levies raised costs vassal opinion / money which I do not have in excess. I think the Eastern Roman Empire should not be helpless against a band of thieves.
