I would say the problem with Epirus and Magna Gracia is that it takes too long to get to the mission that deals with Italy. After all what made Epirus strong historically had a lot to do with recruiting armies from the Greek cities in southern Italy. But in-game by the time they get to that mission tree Rome has already eaten the south.

I would adjust the missions from Epirus, so that you can start with the italian one too, if you want. I think it would be the easiest solution alongside with some small buffs for Epirus or buffs for the rewards of the mission trees.

I think part of the problem is that Rome is forced into a truce with Etruria at the game opening, so often Rome will focus on Magna Gracia before their northern neighbors. I'm not sure why they made that change.

I guess to ensure Rome doesn't lose in a two fronts war against the Samnites and Etruria, but it might harm the game for Epirus and Syracuse more than it benefits Rome.

I think it's less to do with Rome being ahistorically strong and needing to be nerfed and more to do with the fact that the surrounding states are ahistorically weak.
This is a big part of it. I play the Italiote city states and since 2.0 they've been lambs for the slaughter. City states and leagues generally could perhaps use something of a buff. Redistributing the initial pops so the Greek cities are a bit wealthier, and Rome has to integrate and assimilate Italy a bit longer before blabbing, might help them. As it stands Rome is matching the player now in conquering Magna Graecia within ten years and most of Italy within fifty years...

Well yeah, usually I have Italy, Illyria, and at least half of Greece in rhr first fifty years.
The problems IMO are that it's a bit too easy to consolidate Italy. There should be more non Roman pops and greater tensions over cultural integration. Historically Rome basically used a vassal swarm until the Social Wars led to the general Romanization of the peninsula.

I integrated Italiotans and Lepontic for traditions. And Italiotans are out by now again.
I'm a rather peaceful player, as such I have in my Current Campaign by 588 AUC only Magna Graecia, Italia, Greece, Macedonia, Asia, Gallia Cisalpina, most of Rhaetia and most of Illyria, plus the province of Carthago. I do plan on declaring with Imperial CB on Carthage soon, but want finish Illyria firsi, and/or step more firmly into Gallia Transalpina.

I think it's easy to buff Epirus, so that they can reach historical perofrmance:
Have them start with a lot of money - like 1k or 2k and add/buff early events that are Epirote flavour for the rise of Pyrrhus. As of right now Epirus won't invade Roman lands with a 36k stack as they did historically.

Imho Epirus should actually be a threat to both Carthage and Rome, afterall Epirus made Carthage and Rome collaborate. Let that sink in.
