Not a converter (I'm not a programmer you know) but I rewrote the conversion files for montyp's eu2vic converter some time ago. It can be downloaded, link should be in the first post of watk thread I think... Unfortunately it only allows for conversion without cultural conversion, as that I made for the unreleased 3.2 only.
