We must demand compensation from Germany. When someone has wronged another, the most important step is for the perpetrator to admit that he has committed the wrong and seek to make amends for said wrong. If Germany is to reenter the brotherhood of nations it must acknowledge the scale of the crime it has committed against the Jewish people and make amends. The best way to do this is to give reparations to Israel, the world's only Jewish nation.

1953: John Abrams

480px-PikiWiki_Israel_40789_Tel_Aviv.jpg

1. Construction workers in Tel Aviv build a new temporary factory.

1953 marked the last year before the 1954 Israeli Knesset elections, and Abrams and his ministers wanted to show that they were working on all fronts - economic, diplomatic, and military - to strengthen Israel. No one could doubt that Leblin had dramatically strengthened the Israeli military, perhaps more than his political opponents would like, but the domestic economic situation remained dire. Hundreds of thousands of Israelis were now functionally unemployed and lived in ma'abara camps or tent cities on the outskirts of urban communities. Goods prices were high and Israel remained dependent on imports - meaning Israeli either had to generate exports to pay for the imports or secure other sources of capital.

The Interior Ministry and the Prime Minister had different ideas for how to solve Israel's growing economic woes, albeit with similar purpose. Rabinovich's Interior Ministry had a relatively simple idea. There were hundreds of thousands of unemployed people in Israel. Why not put them to work to expand Israeli industry? Initially, Rabinovich's plan was vague, but it sounded good and easily passed the Knesset. Business leaders, however, protested that they already knew about Israel's labor glut - that wasn't the problem. They lacked capital to build new factories and fill them with machine tools and raw materials.

Nevertheless, Rabinovich's initiative was a modest success. Rudimentary workshops made out of corrugated iron, wood, and cinderblocks were constructed across Israel as temporary factories while the concrete settled on more permanent ones, and workers - often equipped with little more than basic hand tools if anything - were hired by the government to start cutting cloth, sewing shirts, and canning food. The economy improved somewhat and Rabinovich took the credit, but observers doubted that hand-labor could compete with mechanized industry overseas. The measures paid for themselves.

2. Black market goods come ashore in Haifa.

Leblin, meanwhile, had been tasked with breaking up the black markets once and for all. Rouvin's protests of the previous year had stung the government politically, and Leblin's attempts to break up the markets with the national guard had failed. He needed a new approach and found his answer in the Mossad. He would construct a new Israeli secret police - answerable directly to the Prime Minister's office - elite, well-funded, and built out of the best intelligence officers Israel had to offer. He would task the Mossad with breaking up the black markets.

Leblin's proposal passed the Knesset with broad support but some trepidation - a handful of members noted that Leblin's first act was to turn the Mossad not on foreign enemies like Nasser or Hussein, but to send them after Israelis. The black markets were, after all, patronized and frequently run by Israelis - at least as often as they were supplied and run by foreign smugglers. A handful on the left accussed Leblin of creating a new secret police, but such criticism was muted.

The Mossad proved highly effective at arresting smugglers and shuttering black market stalls, certainly moreso than the National Guard had been, but the black markets still remained by the end of the year.

3. A German-built train at Jerusalem railway station. The train was delivered as part of the reparations agreement.

Abrams' last action of 1954 would prove to the most controversial political move in Israel's history to date. Fearing diplomatic isolation, Abrams resolved to undertake a diplomatic tour of Western Europe in hopes of improving relations and establishing closer trade ties with the western economies. Almost as an afterthought, Abrams added an item to itinerary for his mission to Bonn to raise the issue of compensation for the Holocaust with Konrad Adenauer. Abrams and his staff either had not recognized how contentious the issue would be, or else how much press and political attention the proposition would get in Israel.

Several months later, after Abrams returned from his mission, the debate over compensation had exploded to such an extent that it completely dominated Israeli politics. The Knesset was in uproar. Protests, larger than those Rouvin had held the previous year, were being held on a daily basis outside the Prime Minister's office. Far rightist and far leftist political leaders took turns speaking on Abrams' doorstep to large crowds, condemning the decision. Menachim Begin, the former leader of Irgun, incited a riot in Jerusalem (where the Knesset was then in session). Bombs, toxic chemicals, and other explosives were mailed to Israeli politicians in favor of a reparations agreement. A policeman was killed opening a letter bomb. An extremist tried to bomb the Foreign Ministry with dynamite. Leblin and the Herut party were pressured by their outraged voter base to abstain during the final vote in the Knesset.

Israeli public opinion appeared to be overwhelmingly against the reparations agreement. Opponents called the deal blood money, saying that Germany could never buy its way out of culpability for the Holocaust - and argued that accepting money would be tantamount to forgiving the Holocaust. Holocaust survivors and their families were outraged.

Despite the protests, the deal went ahead. Many deputies abstained; Mapai members most closely associated with Rouvin opposed the deal; Herut members abstained, but enough NIP frontbenchers and allies voted in favor to carry the deal through. A reparations agreement between West Germany and Israel was signed late in the year. West Germany agreed to pay 3 billion marks (then the equivalent of about $1 billion USD, more than the GDP of Israel) over a period of 12 years to pay for resettlement of European Jewish refugees. Private compensation would be paid to individual Jews whose property was lost or seized in the Holocaust. These amounts were theoretically not for the Holocaust itself.

Following dire situation in country and incoming elections, Adrian Wiechoczek of Centrum Party took a speech again:
Dear cocitizens, Israeli people, countrymen!
I'm aware that war refugee of German origin isn't what should be welcomed in Israeli state, yet I'm here and I don't have bad intentions towards you at all. In fact, I made this speech to adress problems in our country.
What I want to propose is, is my candidature as ministry of economics in Israel after 1954 elections and what I call "15 years plan of rebuilding economy". That plan, in designation, would be composed to build up Israeli economy and adress needs of citizens themselves. The economy would be composed of three sectors: public sector, communal sector and private sector, functioning cooperately in economy. The plan, planned for 15 years, would involve slow, but steadily build up of national industry, agriculture and waterculture sectors on basis of production consumeric goods like food, cloths, electricity and others. The plan is designated to be one big cooperation between state, buissness and labour unions to build up economy.
For first 5 years of this plan, I want to focus on organizing agriculture, animal husbandry, fishing and light industry designated to produce food, cloths and others for citizens. Second 5 years would involve electrification and hydraulicisation of economy to make sure that both industry and citizens have access to electricity and water by building up power plants on sun energy and building up water pipes throughput Israeli cities and villages. The last 5 years, on contrary, would involve organizing of other industries: glass industry, based on diging sand and smelting it into glass, artificial forestry and charcoal production and others.
I'm sure that I'm not popular in the country, but I wish Israel success, including economy one too.

1953: Factions

500px-Hatzerim_Mustang_29012010_01.jpg

1. IAF P51-D Mustang, tasked by Ishmael Leblin with maritime patrol duties.

Throughout 1953, Ishmael Leblin continued his heavy-handed campaign against the black markets in his capacity as head of the Israeli military. Notably, Leblin gave a fiery speech in early February ominously referring to black markets and smuggling as "un-Israeli activities" and ordering the air force to begin to patrol over water near the Israeli coast to catch incoming vessels. Meanwhile, the National Guard was ordered expanded (Leblin wanted entire new infantry divisions for the National Guard, but his jawdropping recruiting goals couldn't be met by the end of the year) and the new recruits put to work monitoring the coast as well. Leblin described this as the "final strike against the black market."

Critics doubted Leblin's plan was likely to work, since most smugglers came in at night (some did come in during the day), which would make them difficult if not impossible to spot from the air. Meanwhile, other critics contended that far from being "exercises," the use of the Israeli military as border guards was detracting from their principal goal of major warfighting and affecting the quality of the Israeli military. These critics, however, were silenced as Leblin's machinations began to work. IDF Air Force pilots developed techniques for spotting ships at night, including dropping lighted buoys, towing sonar or radar detectors above or through the water, and aircraft-mounted spotlights. Meanwhile, the National Guard constructed a series of observation posts running the entire 250-mile Israeli coastline to monitor. The effort required the National Guard to be expanded by thousands of men, and permanently manned watchtowers along the maritime borders. Government actuaries estimated that between them, the National Guard and the Air Force reduced incoming smuggler shipments by almost a third. Israeli control of its sea borders improved, as did Israel's ability to oversea trade, and its sovereign waters. Troops became a common sight on the streets of Haifa and other major ports, policing the docks and overseeing customs operations.

However, much to Leblin's frustration, the black markets still persisted - even though he had devoted tens of thousands of troops and Mossad operatives, now well over 1% of the population of Israel, solely to fighting the black markets.

2. A female worker operating a milling machine, of the type that Blaumberg hoped to produce.

Meanwhile, Izaak Blaumberg - who had been elected the Chairman of the influential Israeli Business Association [1] - laid out a new vision for Israel. Blaumberg believed that Israel needed to focus on heavy industry - most specifically, the production of machinery. Having observed the government's efforts to set up textile industries, and watched as thousands of people made shirts with scissors and a needle and thread, Blaumberg had reason to believe there was a market for machine tools. However, Blaumberg also knew that designing and producing machine tools wasn't as easy as all that - he sought to obtain a foreign license for machine tool production in Israel.

Despite Israel's relatively poor trade relations with the West, Blaumberg was highly successful in obtaining licenses for machine tool production - several American, British, and German licenses were obtained. Initially, parts were imported and the machine tools themselves, ranging from milling machines to lathes to presses were merely assembled in Israel, though as the machine stocks expanded, Blaumberg hoped to manufacture more and more of the machines domestically. Power looms for textile production, as well as large-scale sewing and cutting machines, were assembled in Israel and sold to the government for use in state-run textile factories - at substantial immediate profit.

3. Pinhas Rutenberg Station, Naharayim - Israel's oldest power station.

Blaumberg was also acutely aware that Israel was completely dependent on imported raw materials - oil, gas, and metal. The Palestinian Mandate had previously only had rudimentary prospecting for natural resources. Blaumberg hoped that rich deposits of metal and oil could be found to fuel Israel's economy and encouraged members of the business community to prospect for oil, natural gas, and iron. Essentially nothing was found, and the prospecting attempts were seen as a disappointing failure.

4. Rouvin campaigns in the kibbutz. Pictured: Kibbutz workers sitting down to lunch.

Lastly, Samson Rouvin, head of both Mapai and Israel's organized labor coalition, spent his time campaigning - particularly in the kibbutz. Rouvin faced a backlash for this - he'd spent most of the last four years campaigning, and his opponents within Labor began to accuse him of being more concerned with winning the next election than getting anything done. Critics within organized labor called for Rouvin to do more to actually defend the interests of the working Israeli rather than just campaigning all the time.

Adrian takes a speech again.
My apologies if I turned you all hostile to me and if I made you feeling that I consider you all fascist in former years. What I has told there about situation turning into fascist-like wasn't turned before all you - I simply see that Herut's party follows several politics which are fascist in nature - and I apology if Mapai or NIP or any other party different than Herut felt like I called them fascist like.
My pardon for making sure that noone here would like me, I want to solve misunderstanding, apologize and explain which policies in Herut and about military are fascist in nature and why.
I don't tell that because of powerhungry, political fights or so - it's simply my way of thinking about that topic.
Currently, Israel has army being supported by the state and having budgetal bloat by serving several social policies for soldiers. Honestly saying, turning society into militarized one and giving army special priviligies over civilians is fascist by nature - just because it favors military over others parts of society and economy.
Also, having using that military and intelligence to fight off black market caused by goods shortage is also authoritarian and similar to militarized country.
I don't tell that in desire to insult anyone - including Herut party notables - but rather in will of preventing situation to escalate too much. Right now I think we need ministry of economics and we need to stabilize our military spending and solve goods shortage problem, which is real cause why Blackmarkets disaster has happened.
I also apologize other parties for making them think that I call them fascist - from my perspective, only Herut's military attidude follows fascistic criteria and that's what I tried to tell.

The Arab states could not destroy Israel through military force so they are trying to economically strangle us. The Jewish people will not be so easily cowed, though. If we can survive the Holocaust and centuries of oppression, we can survive an embargo. However, to overcome this challenge we must establish greater trade relations with the West. Now that Israel has established a stable market and has goods to export, we can expand our global economic reach and circumvent the Arab challenge.

-David Rabinovich, Minister of the Interior

1953 in the World

Nikita_Khrusjtsjov_%28cropped%29.jpg

1. Nikita Khruschev, who assumed power after Stalin in 1953.

1953 was an earth-shattering year in the events of the growing Cold War. On March 1st, Soviet Premier Joseph Stalin suffered a stroke. Four days later, he died, igniting a power struggle in the Soviet Union. Nikita Khruschev eventually emerged as the victor, executing KGB chief Lavrentiy Beria. Khrushchev was seen as a relative moderate in the West - though it was not clear who would have been non-moderate compared to Stalin - and Khrushchew is believed to moderate Stalin's policies of internal ironclad repression. NATO countries debate whether a thaw or reconciliation with the Soviet Union is called for. However, at the same time, the Soviet Union brutally represses uprisings across the Eastern Bloc.

640px-Korean_War_armistice_agreement_1953.jpg

2. The Korean armistice is signed.

1953 also sees the end of the Korean War. US President Eisenhower, elected the previous year and taking office in January, almost immediately sues for peace. The fighting ends along the 38th Parallel, where the new Korean border is drawn, with little change of territory from before the war. The South Korean government (the Republic of Korea) under strongman Syngman Rhee - adopted harsh anti-Communist rhetoric and began to rebuild and rearm, heavily dependent on US aid as it did. Meanwhile, the North (the DPRK) under Kim Il-Sung declared that it had won the war. North and South Korea remained technically at war. Western analysts were concerned that Kim... or perhaps some future member of his dynasty... would launch another invasion of the South in the future. Despite jawdropping losses of men and material, Communist China celebrated victory in Korea as an end to China's "century of humiliation" - a series of defeats at the hands of Western powers stretching back to the Opium Wars. Overall, despite loud posturing and chest-thumping from the combatant powers, tensions fell overall between the East and West, owing to the end of the Korean War and the death of Stalin.

3. Beit Levine, the old Russian embassy house in Tel Aviv.

However, the same could not be said for Israel. The so-called "Doctors' Plot" - a bizarre allegation of a Jewish conspiracy to murder Stalin - became a wedge between the Soviets and Israel in 1953. Jewish doctors were rounded up and interrogated in the Soviet Union. In retaliation, three Lechi (the Stern Gang Zionist paramilitaries) activists bombed Beit Levin (the Russian Embassy house) in Tel Aviv, damaging the building. The Soviets broke off diplomatic relations immediately. Thereafter, Soviet foreign policy, which had previously been neutral or indifferent towards Israel, became decidedly anti-Israeli. Emboldened by Soviet backing, Egypt - in which Nasser was rapidly consolidating power - began to harass Israeli shipping, particularly denying Israel access to the Suez Canal - to which Israel was theoretically entitled. (Egypt had also denied Israel access to the Straits of Tiran since 1950.) Cross-border attacks from Jordan and the Gaza Strip also became more frequent; several Israeli civilians and Arab infiltrators were killed, sparking national outrage and calls for retribution in Israel.

Attending topic of elections and hoping to expand political membership in the parliament, Adrian Wiechoczek took a speech, including his political program for the state:
Citizens of Israel, countrymen!
As long as we situation, both economical and international is dire one. I'm not here to blame anyone for that, but rather to proclaim my party's political program for following years, including:
- introducement of 15 years plan, which I've told earlier, including serious development policy into agriculture, light industry and other forms of production of consumery goods for internal consumption.
Basing economy on three sectors:
1. State one.
2. Communal one (meaning property owned by communal organisations living in municipial and rular settlements.
3. Private one.
Cooperation with buissness to develop economy in the plan by both private and public funds.
Development of distribution system of basic necessities basing on that production to solve problem with Black Market by generating cheaper alternative for it.
- stabilizing relations with Western powers and finding allies there. Those countries include:
1. Great Britain
2. France
3. United States of America
I won't encourage you citizens for voting me - as I'm not willing to force you to decide who should you vote for - but can assure you that if I get enough power in the parliament, I'll give my best to fullfill this political program.

Ishmael Leblin, Chief of General Staff and Party Leader of Herut in Israel

These four years have proven very fruitful for Israel, proof of its longevity and future glory. Israel is nation that will remain, no matter how many would oppose it. Yet our work here is not yet done, Israel will always need further improvements to become the perfect nation. That is why I, Ishmael Leblin, announce that Herut will once again partake in the elections. Despite our limited support we have already proven ourselves able to steer Israel towards a better future. I thus ask only one thing of you, people of Israel, I ask that you give further support to us so that we may see our proud nation once again in full control of her destiny. I ask so that we may together achieve Eretz Yisrael Hashlema, and give our people what they deserve: An end of the persecution of the Jewish people, a nation for ourselves so that we may no longer have to suffer any indignities, any more humiliations or killing, so that we may have sovereignty over ourselves!

Goals:

Eretz Yisrael Hashlema: There will never be peace with the Arabs for as long as they countinue the occupation of our land, only when we have showed ourselves capable of fully defeating their armies will peace between us be a possibility. A lasting peace, a peace on our terms, one where people can go to their beds at night without having to worry about Arab attacks. To achieve this we must take our rightful lands and show ourselves for the world what we are, a nation that will never again bow to those who only intend to kill us all!

Further improvement of the military: We are already turning our armed forces into a force to behold, large and up to modern standards. Yet it is not enough, when the enemies of Israel hear of the IDF approaching they shall shake in their boots, for they will know that our marching footsteps are the sound of their inevitable doom. Peace in the Middle East only comes from the barrel of a gun, let us make sure that it is ours that maintain it.

Improvements to lives of our citizens: The Jewish man must have a home to live in, clean water and honest work to do. The state of Israel must be able to provide all of the modern services that one should expect of a well functioning state as well as lowering the unemployment of our citizens. Israel shall be the jewel of the Middle East, a state where the Jewish people can live in peace and harmony and with food at the ready. A wealthy nation that can be looked up towards as a model for the world to work after.

Israeli diplomacy: All nations tailor their diplomacy after what suits them, those that deny that are either lying or trying to undermine their state. Israel is no different, we must act after the interests of Israel, and this means allying with those that support us, against those that would destroy us. Nations like Lebanon, Iran, Greece or Turkey have already shown themselves willing to treat with our nation, while Egypt and Syria are our ancient enemies. Did the Egyptians not try to enslave us, or the Syrians hellenize us. Are the Phoenecians not our kin? Doesn't the Jewish-Iranian friendship go all the way back to their first leader Cyrus himself? It is clear who our friends and our enemies in this regard are, and we must act accordingly.

The people of Israel deserve the best, let us give them that.
