In 1952, Defense Minister and General Ishmael Leblin began refining Israel military doctrine with the publication of doctrine-related texts and memoranda that were distributed throughout the IDF and national guard. The storm of memoranda were extremely long, as Leblin and his staff had published a different doctrine for each branch of the service. The air force was to concentrate on air superiority followed by close air support once air superiority was achieved; the mechanized and armored forces were to learn blitzkrieg tactics, focusing on maneuver warfare, breakthrough, and encirclement tactics. The infantry were given courses in guerilla warfare, ambushes, urban combat, and harassment of the enemy, and the navy were assigned a defensive role. Curiously, Leblin prefaced all this with the declaration that Israel's overall military doctrine was offensive methodology and rapid first strikes.

Reaction to these new doctrines within the military itself were strictly neutral. Soldiers obeyed orders to learn the doctrines Leblin had prescribed without much commentary. However, Leblin's critics on the left seized on his emphasis on offensive warfare as proof that Herut was plotting a new series of land-grabbing wars against Israel's larger neighbors. Ex-military officers who had retired after the War of Independence also gave more muted criticism of Leblin, saying that his new doctrines relied on the armored and mechanized forces, which were still small after Leblin's expansions of 1950. Some argued that training the mechanized forces in maneuver warfare while the infantry learned ambush warfare meant that the infantry and mechanized forces were using entirely different doctrines. Naval veterans grumbled about the relegation of the navy to a defensive role in an otherwise offensive doctrine, complaining that the move was essentially Leblin demonstrating no confidence in the Navy. Nevertheless, Leblin's publications gave Israeli officers a doctrine and a strategy in the event of a new war - something Israel certainly had not had before.

Labor unions organized a series of marches and general strikes to oppose government policy, particularly to try to force the government to combat the black markets and rising crime, and to fortify the Egyptian border. Most Israelis were not actually hostile to the black markets, since they depended on the markets to get basic necessities that were otherwise in short supply due to Israel's import dependency and comparative poverty. However, labor unions were concerned they could undercut domestic factories and artisans. Moreover, fury on the left had been stoked by Leblin's emphasis on offensive warfare. The left did not wish to provoke another war with Egypt, Syria, or Jordan and criticized Leblin heavily for the move; many of the rallies focused on switching the IDF to a defensive posture and doctrine.

These rallies were particularly effective because Samson Rouvin, the head of Mapai, had presciently organized the rallies almost at the same time Leblin had announced the new offensive doctrine for the IDF, so the rallies went ahead at the exact moment the left was most concerned Leblin was building an army of conquest. The rallies were wildly successful as tens of thousands of anti-war protestors mobbed the streets of Tel Aviv to protest future wars of conquest against Israel's neighbors. Haifa saw similarly large protests against the black market (which threatened the legal trade that heavily went through Haifa). Other Israel cities saw protestors turn out in the thousands.

1. Weapons sold on the Israeli black market.

In 1952, Israel's black market situation worsened as arms began to appear on the market. Stalls filled with firearms, munitions, and explosives of various makes - British, American, Czechoslovak, Polish, and Soviet - could be found by a knowledgeable black market customer with relative ease. Although the majority appeared to have been imported recently, a small minority might even have come from IDF or national guard depots. Israeli authorities warned that the suddenly thriving trade in hundreds or thousands of black market firearms could put military-grade small arms in the hands of Palestinian and Arab nationalists, or even anti-state Jews. For the duration of 1952, though, nothing came of this black market arms trade. The Israeli government worried it was only a matter of time...

1. Operation Hurricane, the first British nuclear weapon, tested in Australia.

As the Korean War calmed and the tempo of fighting fell off, the nuclear arms race around the world also continued to accelerate. The United Kingdom tested its first nuclear bomb in October. With both West and East in possession of nuclear weapons, which were now finding their hands into a growing number of countries, the United States and Soviet Union began to chase even more powerful weapons. Ivy Mike, the world's first thermonuclear bomb, was tested by the United States on November 1st, propelling nuclear bombs to ever greater and more deadly heights of power. US nuclear bombers were placed in overseas bases that put them in range of striking Moscow, propelling the Cold War to new heights. Greece and Turkey join NATO, stoking Soviet fears that the United States is preparing to attack the Soviet Union from the south.

2. Order of Lenin awarded to Lydia Timashuk for uncovering the Doctors' Plot, a series of anti-Semetic attacks on Jewish doctors in the Soviet Union who supposedly plotted to kill senior Soviets.

The Cold War also reached Israel. The government had remained fairly pro-Western, with Abrams apparently aligning the state with Western Europe, while Herut had long advocated a position of armed neutrality and apparently alliance with the non-Arab states of the eastern Mediterranean. Apparent US overtures to the new government of Egypt threatened to tip the balance towards the Soviet Union, but a radical reversal in Israeli thinking occurred in mid-1952, when news of a series of anti-Semetic trials in (the so-called Doctors' Plot) occurred in Moscow. The trial was seen as a modern pogrom by Israeli society at large, and attitudes to the Soviet Union worsened. Deputy Soviet Minister of State Security M. D. Ryumin would be arrested the next year for making up the plot; however, Israeli diplomats suspected Stalin himself had ordered the plot contrived for political reasons.

Closer to Israel, the situation following was worsening. Following the Abrams' governments secret, but publicly exposed, attempts to interfere in the Egyptian National Revolution through British intermediaries, the Free Officers (led by Gen. Mohammed Naguib and Gamal Abdel Nasser), seize power on July 23rd. The dethroned Egyptian King Farouk, in an apparent fit of derangement and vainglory, declares himself descended from Muhammad from exile, apparently validating revolutionary propaganda that he was insane. Nasser's Free Officers are overtly hostile to Israel. Meanwhile, following the Jordanian assassination of the previous year, the mentally impaired King Talal of Jordan is forced to abdicate in favor of King Hussein, his son. Hussein, like Nasser, is thought to be even more hostile to Israel than his grandfather, King Abdullah, who led the Arab Legion - the most successful Arab force - during the 1948 War. King Abdullah was assassinated over mere rumors that he was seeking peace with Israel.

Perhaps it came as no surprise that fighting across the Arab-Israeli border intensified in the wake of these events. Despite formal ceasefires Israel-Arab fighting had continued since 1949, typically involving troops on the borders (fighting in Jerusalem was common) or Arab infiltration attacks into Israel. In 1951, 118 Israelis, including 48 civilians were killed, as were 432 Palestinian-linked Fedayeen infiltrators (according to Israeli Army infiltrators). The tempo of fighting actually declined in 1952, to 68 Israelis (42 civilians) killed an estimated 396 Fedayeen[1], but a series of high-profile murders by suspected Fedayeen members in January of 1952 propelled the ongoing hostilities between Israel and its Arab neighbors, particularly Jordan and Egypt, into greater prominence. Palestinian Fedayeen attacks across both borders continued. Public outcry demanded a response.

5. Jewish immigrants in an immigrant camp, or ma'abarah.

Meanwhile, Israel's most recent aliyah seemed to have drawn to a close. While more than 170,000 immigrants had arrived in 1951 (mostly from Iraq [88,000] and Romania [47,000]), numbers dropped off to a mere 24,000 in 1952. The wave of immigration seemed to be at its end. This was good news for Israel's overcrowded ma'abarot immigrant camps and cities, but bad news for those who wanted to see Israel as a populous Jewish state - the population of Israel was still just 1.6 million - far smaller than the population of Cairo alone. Nevertheless, as the wave of immigrants dried up, Israel seemed to be on more stable footing for the forseeable future. Of course, the nearly 200,000 people who had arrived in the last two years still had to be housed, employed, and fed.

I have lodged an inquiry with the government if the principle purpose of the diplomatic mission is to improve relations and trade or seek compensation from Germany; I haven't heard back yet but I'm going to go ahead and assume it's seek compensation from Germany, which is by far the more significant of two parts of the order.
