Not to get in the middle of anything, but when I bulldoze abandoned buildings, I often get green :) from adjacent buildings.

I have sufficient power, water and sewage. There are no insufficient pop-ups for any of these, just goods and raw materials.

I managed to load this now (thanks Mark for the mod list). I remembered that I made a really stupid mistake on my previous attempt - I had some Next2 roads disabled - so I guess that was what went wrong. I seem to be missing the used rail stations.

When I start up the city, it looks like roughly 20% of the buildings are in fact abandoned. I haven't looked much further, as it's hard to run a city where the public transport backbone doesn't work.

I may have found the problem: You have the "Old Town" policy in place for the whole city. Not a good idea.

It is easy to do that sort of thing by accident. I once was applying the high rise ban to a district and accidentally applied it city wide. Next thing I knew, my buildings were all disappearing.

I may have found the problem: You have the "Old Town" policy in place for the whole city. Not a good idea.

Did it clear up for you? I disabled all policies first thing on my load.

I got a tiny bit of demand back, but deliveries still weren't coming. I think it needs more highway access and some cargo train terminals close to commerce. I put one in the center, but it wasn't getting any demand yet.

I may need to mess with the train system as there are custom stations and custom tracks that me be an issue. I seen some Alpha train tracks IIRC.

Did you disable the no abandonment mod yet to get your city semi-flowing again?

I didn't have No Abandonment before this issue started. It has become necessary to prevent my city from becoming an utter wasteland. I will gather a list of rail stations I've subscribed to and post back here shortly. MOM is no longer necessary as I've closed and demolished the only metro line.

Well, I did a few things. I had to increase the water and sewage system, and I placed lots of small recycling centers for garbage. I'm not 100% sure whether the garbage crisis wasn't caused by the fact that I didn't subscribe to all those custom garbage trucks, which caused the originals to despawn. I replaced the solar power plants with nuclear (I assume the OP used the mod that makes them work at night, which I don't have). I had to place the Eden Project, because I'm not 100% sure how the OP actually got the leveling of the residential areas done. I may have been missing some parks, because there hardly were any. Having all schools in centralized places is not only a traffic issue, it also takes away their leveling contribution. There weren't enough high schools and universities, either.

I disabled the Old Town policy and enabled Recycling and the two Commercial ones. The trains were running again. Industry was slowly recovering, but still had issues. The access to the central industrial area is not very straightforward, but I didn't change anything there yet. The main highway entrance was clogging up because it immediately reduced from 4 to 3 lanes, and actually 2, as the right lane was avoided because of the first right exit. I increased the width of that one to 4 lanes up to the first exit, and traffic was much better. I connected the two-lane highway in the "village part" to the outside (it was missing a very short stretch), because there was a big industrial area directly next to the city edge. The area also had quite a bit of secondary agriculture without any primary producers (no resources), which is completely relying on imports, so I painted "field" below it to make it into a somewhat healthier mix. The traffic got quite heavy there and the first crossroads in town need some rebuilding. I only upgraded some roads and used TM: PE to change a few arrows, which already helped, but something with a roundabout would be better. There was an astounding lack of roundabouts in the city.

I had extremely high industrial demand (it topped out), none of the others. I only zoned little industry, but mostly converted vast amounts of commercial areas that had despawned into office areas.

You are right with the highway accesses. Even more important are more connections to the outside, maybe a harbor or another highway.

Thank you for your efforts Turjan, I will try out some of these measures.

The small highway (behind the tunnel) at the village was originally connected to the outside, but I closed it again due to excessive traffic as you've seen. This junction that you say needs to become a roundabout, where would that be? I did try more highway connections but IIRC was hit with a "maximum connections" limit message.

The schools actually work well, and partly because I was trying to recreate how Singapore has concentrated its educational institutions into several large complexes. Public transport is, accordingly, designed for these loads.

Interestingly, many of the parking lots I scatter about are counted as "parks", so it helps with land value. Haven't built any Monuments as I find them to be a bit "cheaty". The solar plants also work at night without mods (stored energy from daytime?) but I guess nuclear works too.

I'm creating a collection now but it's going to be arduous because the shitty system will only let you add 3 assets before refreshing the list and making you scroll all the way down again.

I don't think we need the collection at this point. The roundabout would be needed because I opened up the small highway again (I replaced your three-lane one-way highway with a two-lane two-way one). From this industrial area at the city edge, you have a four-lane road going to the city. I upgraded this one to six lanes, and this then changes into some kind of standard highway exit, which doesn't work well in C:S, because C:S unfortunately cannot model left-turn phases.

If you need more outside connections, there's a mod for that ;). However, I guess a cargo harbor or cargo hub would be the best thing to add.

Regarding schools, you seem to want to grow your city further, and that means you have to find ways to minimize travel, otherwise you will run out of agents quickly. The game works best with mixtures of zones and services close by.

By the way, I may have needed more education facilities because I activated the corresponding policy. Better educated citizens pay more taxes, and the city was hemorrhaging money in the beginning because of the mass abandonment (I had Auto-Bulldozer on). I also abolished the "free public transport" policy. However, money leveled out again before it hit rock bottom.

Edit: The savegame wanted to have the Ultrahub, but I don't think I saw it in the city. What gives?

Solar plants output drops to 70% output during the night. (100% sunshine gives 160MW in the day, then drops to 112MW at night.) Thermal storage.

Yes, No Abandonment was causing you the most problems. It literally did nothing but turn your abandned build icons off. They are still abandoned. Uninstall it. It does nothing useful at all.

I've added a cargo train station in the upper left section and lower right section and the city seems to be flowing fine again.

I had to enable autobulldoze as you have so much commerce, that it isn't growing back and you have huge tracts of blue zones being empty. So I bulldozed it all to give you an idea where you stand on your commerce issue. You also had all of your commerce as leisure.

I also had to increase all of your services. You have very poor police, fire, death, and garbage coverage. It's all bad, but this is the third time I've modified the city.

Here's a save of the game for you to look at. I messed up some trams in the upper left trying to speed up traffic flow by upgrading a lot of your large roads to the faster 6-lane two-way road with parking. You have a lot of dividers in your roads that are preventing left turns, which is slowing things downs, plus they are slower roads.

I disabled your aging mods and there is a deathwave still going on. I added extra deathcare to take up the slack.

Yes, I had the industrial demand. I started converting commerce to offices and seen that was going nowhere fast once I enabled autodozer, so I just added the freight trains to supply the demand for commerce, which eliminated the need for industry.

There's still a ton of unzoned commercial that needs to be dealt with. But I was able to get the agents down to 6k vehicles and 30k citizens for a minute. Not sure what it's at now, but the commerce is overwhelming and it is just going to get out of control in due time.

My garbage issue has worsened. I think it was in part due to removing the aging cims mod and other cim alter mods. I had so much death I think it drowned out the garbage issue. lol

By the way, I made another attempt with the goal to change as little as possible from the original design. I won't list all little adjustments to utilities and changed city policies as outlined in my earlier post, but I guess you need the following:

1. More local garbage solutions. Try this for example. Normal incinerators are fine for commercial areas.
2. Fix the two freight stations in the city center. Okay, the outer track of Drosovila's works in principle (the inner one is dead), and if you want to have a second track, you can lay one directly outside of the building wall. The Kansas City Warehouse doesn't function and has to be replaced.
3. Move the map exit from Mural Valley a bit to the side with an extra motorway directly to the city. You can connect this one to the Mural Valley industrial area.You have to replace the entrance area from the city to the Mural Valley industrial area by a roundabout though and change some of the traffic flow by use of one-way roads in order not to have too close highway entrances.
4. Unsubscribe from this residential building. The game prefers 4x4 corner lots over everything else and will build them if they are available. Problem: this building has no upgrade options, and you are stuck with vast areas of your residential area with level 1 buildings. If you simply love the building, alternatively clone it for all levels up to level 5.
5. Still, turn lots of empty commercial and some residential lots into offices.

I also activated some of the metro line (the part that isn't duplicated). After a while, the city will run completely without problems, with positive cash flow and pretty much no problem icons visible anywhere.
