Really interesting idea, maybe some global (or near global) events?
what about counter strike? if you put all your money into cs research maybe we could get it by 1920? imagine the happiness of all your people and how much money you would make!

First practical radio is 1910, and that is 'practical' in the sense that you can use it on warships where you have both space and power. Entertainment in private homes? Nah.
The World Fair should definitly be in it as it was a very important recurring event of the 19th century.
Everyone gets to show off their newfangled, flashy inventions that they'll stick in the next battleship class...
It could be something like the Royal Hunt event in EU2. Some countries are impressed by the world fair, others are disturbed by tech advancement.
Don't forgot about teh world fair in London, with the Crystal palace and all those new technologies on the display. Queen Victoria loved the place and was often seen in it. Maybe those events could have result for the countries like raising the relationship? Or more money in tech budget? Or more popular support? More money? What kinds of benefits do you think that the special events should give?
These types of events could give prestige, which I believe is going to be included in Victoria (why else to spend money on some worthless chunck of land?). Maybe the inventions could be in the tech tree, and the 1st to research it gets a prestige bonus?
