No if anything they are too weak, considering the amenity production nerf on the beta. First building on a new planet needs to be a holo theater now, because your colony has too low amenities and starts at around 30% stab. After the planet grows a tiny bit you again need a holo theater for amenities. With the reduced number of building slots a planet shouldn't need several theaters just to have enough amenities.

Yeah, plus I really enjoy 100% stability for my utopian abundant society, and making it so I have to waste MORE leisure districts to get there would be annoying.

Entertainers are broadly fine, they just don't work as a district job because in the vanilla UI there is only room for 5 types of districts per planet, so you want every one of them to be something spammable. The Leisure Arcology used to be the Unity producing one, but we now have the Adminsitative/Ecclesiastical Arcology for that and though I appreciate having a Leisure Arcology available for thematic purposes, a Research or Trade Arcology would make more sense from a gameplay perspective.

The Residential Arcology is also redundant because the other types give 10 housing and 6 jobs, so for every one you build you get 4 more housing than jobs and there just is no housing shortage. Swapping the Residental Arcology for a Trade Arcology (2 Merchants + 4 Clerks) and the Leisure Arcology for a Research Arcology would make all kinds of sense. And the Leisure Arcology could still exist as a Pleasure Seekers replacement of the Administrative Arcology. And speaking of Pleasure Seekers, the civic could have Entertainers provide +1 Unity instead of +1% pop growth to make the arcology replacement more viable.
